Twenty stimulus recipients in Missouri fail to report on use of funds

Twenty recipients of federal stimulus funds in Missouri failed to file required reports documenting the use of the money after the last quarter.

What's worse is that, according to the White House, only two states had more delinquent filers than Missouri -- Texas (22) and Illinois (21).

Sec. 1512 of the American Recovery and Reinvestment Act (ARRA, or the stimulus) requires that recipients and sub-recipients of federal funds report on their use quarterly so that agencies can ensure taxpayer's money was properly and expeditiously outlaid.

The late filers present a bit of a quandary for the would-be enforcers in the White House and Governor's Office though. Note that in the list below six of the late filers are actually governmental entities.

But not all of the late-filers can push the blame on to their bureaucratic structures. For some of the other late filers, they clearly have time to make political contributions, just not enough to follow federal law.

At least one of the companies on the list was a contributor to St. Louis Mayor Francis Slay (D). That company, Material Sales Company Inc. received just under $72,000 from the U.S. Army Corp of Engineers on Jun. 30, 2009.

Another, Frost Electric Supply Company, contributed $250 to St. Louis Board of Alderman President Lewis Reed (D) in 2009.

Also delinquent is Sydenstricker Implement Company in Rocheport, which found time to contribute $500 to AGC-MO-PAC in 2009; that committee in turn contributed to far more candidates than we can list here.

This site definitely doesn't carry much of a stick, but it is incumbent on these recipients to report on the use of their funds.

As a more general note, we'd say the Army Corps might want to start doing some follow-up of its own on these funds since 13 of the 20 delinquent cases are from that Agency. Doesn't take an auditor to say they've dropped the ball on stimulus reporting.

I think every campaign that has taken money from one of these guys should give it back, so they can pay their staff to file the darn reports!

Or better yet, they can give me back my stimulus dollars!

Are they making the argument we would make that the stimulus bill has been a colossal failure and has resulted in waste? Or, are they saying that the unemployment figures being reported could be better if stimulus dollars recipients would complete their paperwork and send it back in a timely fashion to the bureaucrats?"

There's no angle on this story, it's just straight facts. Not all news needs to have an angle.

What our story said (and implied if read with an open mind) is that, given the Administration's current push for increased transparency, the non-filers in Missouri present a clear failure to adhere to federal law and perhaps even a failure on the part of Executive Agencies in following through on these reporting requirements. This does not necessarily mean the entire stimulus package -- much of which was tax cuts and state stabilization funds -- was a failure.

In terms of whether the stimulus has had an impact, we'll defer to the Council of Economic Advisers, the non-partisan Congressional Budget Office, and the Chief Economist of Moody's economy.com, all of which say the stimulus had a clear and profound impact on GDP, and thus the economy.

You could have answered MOPNS by saying that non-partisan is neutral, thus no spin. It's what Bill OReilly's "no spin zone" should be, facts instead of pure fiction
